REGULATION

OF THE NATIONAL UNITY PARTY

SECTION ONE

GENERAL PRINCIPLES

  • Establishment 1. The National Unity Party is a political organisation committed to the principles

    of the Party of a state under the rule of law, functioning in accordance with the Laws of Election and Referendum and other general legal principles; and is based on safeguards provided for in the provisions of article 70 of the Constitution of the Republic which recognises political parties as inevitable elements of the democratic political life.

    The Central Office of the Party is in Lefkosa. The special symbol of the Party is an orange colour sun with the acronym "UBP" in the middle standing for the "National Unity Party.

    Objectives of the 2. Objectives of the National Unity Party are as follows:

    National Unity (1) To maintain the well-being of the Turkish Republic of Northern

    Party Cyprus that our people established by using its right to self-determination, the national and communal unity and harmony, and the integrity of the country:

    (2) To fulfil the conditions of and realise the democratic and social state based on the principles of law, and the parliamentary system with all of its institutions;

    (3) To maintain by democratic means, and by respecting individuals' rights and freedoms, the serenity, welfare and security of the citizens and the society;

    (4) To provide the conditions guaranteeing a decent standard of life for all citizens; to protect economically weak persons and those who need special care; and to prevent unemployment;

    (5) To make a classless society, in accordance with the provisions of the Constitution of the Republic and Ataturk's principles and reforms;

    (6) To realise social justice and the social state based on the principles under the rule of law;

    (7) To render the Turkish Republic of Northern Cyprus a respected, trustworthy, honourable and a powerful equal member in the international platform, which will not concede from its esteem and dignity;

    Basic principles 3. (1) The National Unity Party believes that the achievement of its and

    and views of the objectives is possible within a democratic legal system, with the

    National Unity inspirations it gets from Ataturk's principles and reforms, his

    Party understanding of nationalism, the historical, national and moral values of the Turkish Nation, and its desire to reach the level of contemporary civilisations. It rejects discrimination against language, religion, sect, race, colour, sex, political thought and belief in achieving its objectives and carrying out its activities.

    (2) The National Unity Party conforms the following principles in achieving its objectives:

    (a) To regard the free will of our people, who has been struggling and resisting every difficulty for years to gain its own land and enjoy freedom and a humane life on this land, as the sole source and the real possessor of sovereignty, and to consider it as the most influential power and the final decision making mechanism in the establishment and formation of our democratic state structure;

    (b) To support and preserve with determination and belief, the communal rights and interests and the national, moral and cultural values;

    PROGRAM OF THE NATIONAL UNITY PARTY

    PART ONE

    BASIC PRINCIPLES


    I. OBJECTIVES

  • Objectives mentioned in this program refer to the constitutional objectives of the National Unity Party.

    Accordingly, the Party's constitutional objectives, and the basic objectives the party program is based, are :

    1) To regard the free will of our people, who has been struggling and resisting every difficulty for years to gain its own land and enjoy freedom and a humane life on this land, as the sole source and the real possessor of sovereignty, and to consider it as the most influential power and the final decision making mechanism in the establishment and formation of our democratic state structure ;

    2) To protect and maintain the well-being of the Turkish Republic of Northern Cyprus that our people established by using its right to self-determination, the national and communal unity and harmony; the integrity of the democratic, social and secular state under the principles of law, and the parliamentary system;

    3) To maintain by democratic means, the serenity, welfare and security of the citizens and the society;

    4) To support and preserve the communal rights and interests and the national, moral and cultural values;

    5) To realise by well planned, democratic means, the economic, social and cultural development; to canalise investments, inter alia, towards communal benefits and provide for the participation of the private sector as well as the government intervention in the development in accordance with the needs and social objectives of the communal economy.

    6) To provide the necessary conditions guaranteeing a decent standard of life for all citizens; to protect economically weak persons and those who need special care; and to prevent unemployment;

    7) To make a classless society, and realise social justice and social state based on the provisions of the Constitution of the Republic and Ataturk's principles and reforms;

    8) To enable all citizens to effectively benefit from the right to social security, to provide them with a peaceful, secure and serene life, and to develop and protect their material and moral existence;

    9) To render the Turkish Republic of Northern Cyprus a respected, trustworthy, honourable and a powerful equal member in the international platform, which will not concede from its esteem and dignity;

    10) To raise our state to the level of civilised nations; and to introduce, promote and preserve it as an independent, non-aligned, democratic state comprised of people living in peace and security and devoted to Ataturk's principle of "Peace in the Homeland, Peace in the World", serving to the maintenance of peace in the Mediterranean, the Middle East and the world.

  • II. BASIC RIGHTS AND FREEDOMS OF INDIVIDUALS

  • The National Unity Party:

  • 1) Provides that for the democratisation and its absorption in the society, the citizens should be able to perfectly use and benefit from the basic rights and freedoms mentioned in the Constitution; these basic rights and freedoms should be protected and subjected to certain restrictions and arrangements either clearly banning, rendering their use difficult or removing their consequences;

    2) Believes that the citizens have rights and freedoms which cannot be usurped, transferred or renounced; that the substance of these rights and freedoms cannot be challenged due to whatever reason; and that all political, economic and social obstacles restricting these rights and freedoms in a manner incompatible with the individual’s well-being, social justice and the principles of state under the rule of law should be removed;

    3) Believes that defending these freedoms verbally is not sufficient but they must be accepted as concrete phenomena that have to be gained and put into effect step by step, adapting to the changing social and economic conditions aimed at achieving a liberalised society;

    4) Considers the non-stop functioning of liberal democratic order and the maintenance of the superiority of people's will as the main safeguard of individual's freedom and security; hence believes that the legislative, judiciary and the executive organs are obliged to thoroughly implement the provisions of the Constitution regarding the basic rights and freedoms;

    5) Provides that the state should play an active role in the field of economic and social rights as well as of individual's rights and freedoms, and facilitates the use of these rights in their real sense so that the moral and material well-being of the individuals can be developed; and

    6) Undertakes to thoroughly implement the legal and institutional safeguards for the preservation of individuals' rights and freedoms that have been developed and implemented by contemporary western democracies.

  • III. MAINTENANCE OF THE PUBLIC ORDER

  • The National Unity Party:

  • 1) Regards any deed and activity designed for whatever reason and by whatever means, to encourage separatism and provocation removing individual's basic rights and freedoms, as activities and deeds directed at the security of the state and the community, which must be removed and prevented; and stands out against every legitimate means and activity to be used to this end;

    2) Believes in the obligation of the constitutional institutions, all state organs and real and legal persons to refrain from any deed and activity likely to endanger the security of the community and the state and disrupt the public order; and rejects the use of rights and freedoms against the security of the state and the community as well as the removal or permanent restriction of the rights and freedoms even if it is due to the security of state and community and the public order;

    3) Believes in the necessity of using rights in accordance with their social functions; and of not deviating from their legal and communal functions with ill intentions;

    4) Deems it necessary to realise communal and economic justice aimed at protecting and maintaining the public order and internal peace;

    IV PRESERVATION OF THE NATIONAL INTEGRITY

    The National Unity Party:

    1) Believes that the Turkish Republic of Northern Cyprus is an indivisible whole with its territory and people; and considers it a national duty to stand out against any activity aimed at destroying, threatening or endangering the national unity and integrity;

    2) Accepts that the sovereignty rests with the people, and people’s sovereignty is an indivisible whole, and that no separatist acts and activities, aimed at destroying this integrity by way of favouring, degrading, humiliating or weakening a certain class, person or group, or by way of discriminating between race, religion, language and culture; and believes that the competent organs assigned to use the sovereignty on behalf of the people, must protect this integrity continuously and painstakingly; and

    3) Deems it necessary to make use of the values developed by the contemporary civilisations in the field of freedom, equality and security,

    V SUPERIORITY OF LAW 

    The National Unity Party:

    1)Considers fortification and development of the principles of a state under the rule of law together with its institutions, its main duty;

    2) Believes that a legal state is obliged to provide legal safeguards for the citizens; and that the following conditions must be fulfil in order to provide the citizen with necessary safeguards;

    a) To safeguard the basic rights;

    b) To provide the constitutionality of laws

    c) To base the administration on the principles of law (to carry out the executive duties and powers in accordance with the laws)

    d) To enhance the conditions necessary to maintain the independence and the security of the judicial organs.

    3) Considers the inability to specify the legislation and the rules in force contrary to the principles of a state under the rule of law; and pledges to determine, codify and arrange the legislation in force, to gather the legal documents and inform the people of their existence, to standardise the legislative procedure, and to take the necessary measures for providing a central unit that will assume the fulfilment of this wholly technical procedure.

    VI. SOVERIGNTY    

    The National Unity Party:

    1) Accepts that the principle, ‘the absolute right to sovereignty rests with the people’ which is one of the basic principles of Atatürk clearly specified in the Constitution, emphasises the right and authority of the people to determine its own future, and their right to say in state administration;

    2) Believes that the state authority and power should be exercised in accordance with people’s will aimed at satisfying its demands and expectations and that this authority and power is legitimate only to the extend that they are based on people’s will; and

    3) Maintains that sovereignty vests in the people as a whole which no group, class or person can claim to itself.

    VII. TURKISH NATIONALISM

    The National Unity Party:

    1) Defines Turkish nationalism as ‘a positive, directive, creative and humane nationalism which contributes to the process of civilisation and aims at exalting the nation and providing welfare;

    2) Aims at raising a generation conscious of national history and committed to national facts and communal values and which will consider national needs and communal interests superior to that of private persons and groups; as well as establishing harmony between the generations and preserving cultural and moral values; and

    3) All citizens of the Turkish Republic of Northern Cyprus, devoted to Ataturk’s nationalism, adopt and claims a nationalism which gathers, unites and integrates them on the basis of one national ideal.

    VIII. SECULARISM

    The National Unity Party:

    1) Believes that secularism, which is one of the basic principles of Atatürk and mentioned in the Constitution as the fundamental nature of the State, is a concept, which does not reject religion but bigotry, fanaticism and exploitation of religious and moral values.

    2) Believes that secularism provides for the removal of religion from public affairs and the preservation of religious faith as a whole within persons’ conscience, therefore it rejects founding, even though partially, the basic social, economic, political or legal order of the state on religious precepts and the exploitation or abuse of religious beliefs, values and things considered sacred by religion for the purpose of securing political or personal advantage or influence, and it maintains that no one should be reproached for or banned from having or compelled to have religious faith and beliefs.



    BASIC INSTITUTIONS OF THE REPUBLIC

    I.THE ASSEMBLY OF THE REPUBLIC

    The National Unity Party:

    1) Believes that the Constitution of the Assembly of the Republic which has the right to enjoy the legislative power on behalf of the people with whom the absolute right to sovereignty rests without condition or reservation, must be organised in such a way to allow establishment and survival of stable governments as well as taking people’s preferences and tendencies into consideration;

    2) Accepts that in order to maintain communal peace, tranquillity, welfare, integrity and unity, the Assembly of the Republic is required to consider its primary objective to provide, in all of its legislative procedures, communal and economic equality and justice targeted by the Constitution and not solely the legal equality and justice;

    3) Considers the development of legislative techniques and preparation of laws in accordance with certain principles and criteria after closely scrutinising the legislation in force, necessary for the prevention of complexity and confusion,

    4) Believes in the requirement by the Assembly of the Republic to carry out its function of supervision effectively and in accordance with the Constitution, so as to ensure the use of executive power and duty for securing the people’s interests; and

    5) Believes that the Assembly of the Republic should function in accordance with people’s will and demands, and be renewed in order to remove obstacles in functioning and to re-determine people’s will and demands.

    II. PRESIDENT 



    The National Unity Party:

    Regards the President as a good character statesman and the highest authority maintaining the balance of the democratic order who represents people’s unity and integrity, provides respect for the Constitution, non-stop and orderly functioning of the public works and the state’s continuity, maintains equality and harmony among Constitutional organs by means of his respectable position, and who enjoys people’s trust with his objectivity, knowledge, experience and good manners.


    III. JUDICIARY

    The National Unity Party:

    1) Believes that protection of individuals’ rights and freedoms and the maintenance of the superiority of law can only be achieved with the existence of objective and independent judiciary structure;

    2) Believes that, delayed application of law meant injustice; therefore the legal mechanism should function rapidly;

    3) Considers taking measures, a duty, necessary to facilitate the functioning of the legal mechanism so that the freedom of persons to seek their rights means something.

    4) Believes that trustworthiness and objectivity of the judiciary can only be possible by removing factors affecting objectivity and providing safeguards for judges including their personal rights,

    5) Considers the existence of harmony between the decisions of the Constitutional Court and the will of the real possessor of the right to sovereignty, a prerequisite to maintain confidence and belief in the judiciary and respect to the State.

    IV COUNCIL OF MINISTERS AND THE ADMINISTRATION


    The National Unity Party:

    1) Considers the Council of Ministers wielding executive power and duty in accordance with the Constitution and laws, the highest authority arranging, supervising, guarding and facilitating the execution of administrative duties and public services according to the principles of central and local administration, hence the key organ undertaking the responsibility for the maintenance of respect for and trustworthiness of the state, with the obligation of functioning objectively and in accordance with the principles of law in order to safeguard

    2) Believes that the Council of Ministers has the duty of executing effectively the public services and realising communal justice, therefore it should have a structure allowing it to function with stability and harmony;

    3) Considers administration a whole with its constitution and duties and a separate legal entity within the executive organ; it also recognises that the Council of Ministers is obliged to provide services by way of the administrative as well as to control them and to enlighten people and safeguard effective and productive services,

    4) Believes in the importance of the Council of Ministers’ roles of supervision and guidance to the public institutions local administrations and autonomous organisations existing as parts of the general administration together with state’s central machinery.

    V AUTONOMOUS AND INDEPENDENT ORGANISATIONS

    The National Unity Party:

    1) Does not interpret autonomy and independence as irresponsibility and erratic and uncontrolled acts;

    2) Recognises the necessity to transfer some state authorities and services to autonomous and independent organisations so as to render the public services more effective, rapid and efficient, in accordance with the contemporary developments.


    VI. SECURITY SERVICES  


    The National Unity Party:

    1) Considers it its duty to preserve the internal security, public order, security and serenity, continue the struggle against illegal acts and render such acts ineffective;

    2) Believes in the necessity to continue non-stop planned activities of organising, strengthening, equipment and education so as to provide internal security and peace, and public order;

    3) Regards the Security Forces as the fundamental safeguard to country’s defence and peace, and undertakes to take necessary measures to facilitate its functioning to this end.

    VII. LOCAL ADMINISTRATION   

    The National Unity Party:

    1) Considers Local Administration an effective authority designed to meet the common local needs of citizens living together in the same region, in co-operation with them;

    2) Considers it a sacred duty to take necessary measures to preserve peaceful social life rural areas, help villagers to take role in social development, within the framework of the principles of social justice and peace, and in co-operation and common actions in village life;

    3) Believes that the control of the Local Administrations and their relations with the Central Administration should be arranged in such a way not harming their democratic characters and functions, and that ways should be prescribed to render effective the public guardianship;

    2. Believes that, the Municipalities should receive effective state support; backs co-operation and establishment of unions among the municipalities; pledges to achieve contemporary levels of functioning in municipal services.

    VIII. POLITICAL PARTIES   


    The National Unity Party :

    1) Regards political parties as the inevitable element of the democratic legal system ;

    2) Recognises the freedom of political participation and organisation as the main indicative of the democratic system ;

    3) Welcomes any political organisation that conforms to the provisions of the constitution.

    4) Opposes giving party interests primary importance by disregarding public interest ;

    5) Considers the application of democratic principles in the internal administration of the political parties necessary so that people’s will could freely be realised ;

    6) Believes that the political parties should refrain from acts violating the principles of the secular and democratic republic, human rights, people’s sovereignty and the indivisibility or the integrity of the state together with its people and territory, and be faithful to these principles ;

    7) Maintains that the political parties should not be separatist or destructive but a unifying agent which must work in co-operation and co-ordination for the benefit of the people.

    IX. PUBLİC SERVANTS    

    1) Considers the public servant a member of the public service; hence believes that the public servant should be objective while giving service, refrain from acts damaging the confidence between the state and the citizens, and work in accordance with the principles of law ;

    2) Believes that the political authorities should refrain from unnecessary interruption and the public servants should be provided with legal safeguards and get a fair pay according to their work, so that they work objectively;

    3) Recognised that in appointment to the public service objective principles and criteria should be used, no discrimination other than the qualification required for the post should be made ,and equal opportunities should be provided ,so that services can effectively and efficiently be carried out.

    4) Deems it necessary to determine the qualification and conditions required from a public servant on the basis of the evaluation of the post ,to clearly state duties, authorities and responsibilities and to determined the salaries accordingly so that the services can effectively and efficiently be carried out,

    5) Accept that the use of criteria of proficiency, seniority and responsibility and determination of authority in terms of the degree of responsibility should be the basis in determining the personal administration personal should have pay determined by taking the annual inflation rate, the duty, authority and responsibility, seniority and merits into consideration;

    6) Recognised as a duty to taking necessary measles in order to facilitate and accelerate public services to be given to the people at less costs, to remove beurocratic obstacles, and to organise the service units in line with these principles.

    PART THREE  

    ECONOMIC ORDER

    I.PRINCIPLES OF THE ECONOMIC POLICY

    The National Unity Party:

    1) Undertakes not to make discrimination among people who believe in the creative character of the human being is devoted to the principle of social justice, and who pledges to realise the use of the basic human rights and freedom in line with their objectives and communal functions ;

    2) Considers the acceleration of the economic growth, legally sharing benefits from the growing economy legally, decreasing the differences in income level, and encouraging people not to be the slave but the owner of the state, as the main targets of the economic policy ;

    3) Believes that the realisation of an economic order which is based on production or primary importance to the development of production, is the basis of the economic policy and creates the economic medium to facilitate production increase suitable to the economic needs of the producers ;

    4) Provides safe and freely accessible working mediums for all citizens engaged in production, without reference to their economic powers and the fields of activity as well as facility to benefit from their products ;

    5) Considers competition and the creative and the driving force of private enterprise as the main determination in the economic development. Therefore, targets the improvement of the private sector, and hence market economy ;

    2. Implements the following principles and methods so as to achieve the above mentioned targets:

    a) To give the basic policies legal force that will encourage production, and bring amendment to the current laws and rules in accordance with the needs of the economy and the communal benefit ;

    b) To encourage savings and direct deposits to investments beneficial to the society ;

    c) To encourage tourism exports and similar economic activities likely to bring foreign currency and to increase the share of these sectors in national income ;

    d) To encourage intense investment and channelise unused labour in those fields so as to remove overt and covert unemployment ;

    e) To take necessary measurements and to keep costs of inputs and the inflation rate low ;

    7)Considers the creation of free market whereby individuals can freely test their skills and initiatives as the way to the realisation of targets put for and of efficient production ; and regards individual enterprises, companies and co-operatives as the fundamental tools of this economic system.

    II. STATE FUNCTION IN DEVELOPMENT  

    :

    The National Union Party :

    1) Thinks that it is necessary and beneficial to focus state’s functions on the following fields ;

    a) To immediately realise investments open to use by every sector of the public ;

    b) To facilitate wise use of the national sources ;

    c) To provide economic stability ;

    d) To bring general arrangements to economic life without getting too much into the details ;

    e) To arrange those economic activities the individuals usually refrain from and bring encouraging principles and arrangements.

    2) Believes that the state should be interpreted as an authority facilitating the development of private enterprises and the establishment of the conditions for the free market economy.

    III. INDUSTRY
    :

    The National Unity Party :

    1) Considers industrialisation a target of the economic policy and aims at increasing its share in national income and the exports ;

    2) Maintains that in order to carry out its functions, the industry should make use contemporary technology so as to produce at international standards ;

    3) Gives priority to those products which use local raw materials, need intense labour and high import level ;

    4) Believes that the share of industry in national income must be increased. Thinks that of the Central Bank and the Development Bank can provide the necessary financial aid to increase industrial investments .

    5) Believes in the necessity to channelise industrial investments into those fields likely to help achieve economic and social objectives increasing benefits for the public .

    6) Gives priority to the prevention of environmental pollution caused by production outputs endangering environmental and national health by taking necessary measures .

    7) Takes, encouraging measures so that the industrial inputs can cost less and the industry’s competitive powers can be increased .

    8) Pledges support for the restructuring of the industry and aims at achieving economic integration with the Republic of Turkey .

    IV SERVICE SECTORS

    The National Union Party :

    1) Believes that the geostrategic position of the Island greatly increase the importance of trade, tourism, transportation, banking, transit trading and similar activities therefore the country has the capacity to be a trade, tourism and finance centre of the Middle East if necessary infrastructure can be established and encouraging measures can be taken.

    2) Believes that the service sector should be regarded as the one increasing national income and employment reducing foreign trade deficit, raising social welfare and removing the inequalities in income levels, hence the service sector should be developed accordingly.

    3) Therefore aims at taking all necessary measures to facilitate and develop exportation, importation, tourism, transportation, banking, financial procedures and transit trading.

    4) Believes that the customs duties should be reduced in order to increase the general trade volume and aims at making the whole country an open market.

    5) Believes that the problems in the fields of transportation, communicating and marketing should immediately be solved so that the service sector can yield profits and pledges to bring, by joining the opportunities of the private sector and the government, determination, safeguards and facilities to the service sector .

    V TRADESMAN AND CRAFTSMAN

    The National Union Party:

    1) Believes in the necessities of strengthening the position of tradesman and craftsman who constitute an important sector.

    2) Therefore emphasises the necessity to meet the needs of the tradesmen and craftsmen, such as capital, credit, equipment, tools, raw materials and infrastructure. Supports the enhancement of organisations they establish. Believe in the necessity to hold an open dialogue with there organisations. Assists the establishment of small tradesmen housing estates and procurement of long term credits with low interest rate for the tradesmen and craftsmen.

    3) Obligates the enforcement of the legislation for apprenticeship.

    VI. COOPERATIVE SYSTEM

    The National Unity Party:

    1) Pledges to help the development of co-operative systems which exist almost in every village, on contemporary basis.

    2) Believes that the co-operative system increases the production, improves income distribution, and provides economic social benefits to its members among which mutual trust and co-operation exist.

    3) Considers government support assistance and control necessary for the realisation of these benefits.

    VII. AGRICULTURE

    The National Unity Party:

    1) Consider agricultural production an advantageous actively providing inputs for industry and services sector as well as meeting natural needs, therefore obligates preparation of a production master plan.

    2) Considers the production of agricultural products necessary since it constitutes an important part of exports.

    3) Lists the measures below, necessary to increase agricultural production, make good use of its products and to achieve benefits expected from agricultural sector:

    a) To improve the quality of seeds and use those which are highly productive

    b) To supply the villagers agricultural tools and equipment’s, necessary manure, and nutritive, nourishing and protective chemicals at low costs or with credits.

    c) To increase scarce water supplies, prevent unnecessary consumption and to take necessary measures to increase efficiency in production;

    d) To employ agriculturists, veterinarian and technicians as technical workers to help and guide villagers and producers rather then keeping then in the office;

    e) To encourage co-operative system in agricultural sector for production and consumption and supply the villagers necessary tools, equipment’s and machines, manure and agricultural chemicals.

    f) To provide and spread the use of modern technology so as to increase productivity.

    g) To lead individuals to produce a variety of agricultural products in accordance with the country conditions.

    h) To bring new products to the country that are suitable to the ecological conditions of the land

    i) To support agriculture with subventions and other mechanisms.

    VIII. INFRASTRUCTURE  

    The National Unity Party:

    1) Considers the realisation of the infrastructure, such as irrigation, transportation, communication, supply of energy and use of natural resources, as the most important economic activity f the state; and

    2) Pledges to realise and complete such investments starting with the one urgently needed by the country and its economy.

    IX. BANKING AND SAVING  

    The National Unity Party;

    1) Considers encouragement of people to saving and leading the use of these savings in productive areas, the main element of the economic policy.

    2) Believes that development cannot be achieved without savings, and has the obligation to protect savers against inflation, and;

    3) Floss the obligation to take measures encouraging savings and preventing unnecessary consumption.

    4) Provides for the autonomy of the Central Bank.

    5) Provides for the organisation of the Development Bank in such a way to play an effective role in encouragement policy.

    6) Takes necessary measures to reduce the monetary costs of the trading banks.

    7) Supports the development of banking sector in accordance with the international conjecture.

    8) Backs the use of free exchange rate mechanism and adopts liberal applications in foreign exchange dealings in coordance with the principles of the market economy.

    X, TAXATION 

    The National Unity Party;

    1) Believes that taxation is absolutely necessary in orders to meet the costs of public services and to allow the state carry out its functions, and that every citizen is obliged to pay taxes according to his development of income.

    2) Considers taxation an economic tool, and believes that the taxation policy should be determined according to the following objectives for the acceleration of the economic development.

    a) To implement inflation accountancy

    b) To encourage savings and investments

    c) To limit public costs so that the public investments necessary for development can be met by public savings;

    d) To channelize investments to those fields suitable for economic development

    e) To maintain an economic balance between individuals and sectors

    f) To facilitate the rapid increase and balanced distribution of the national income.

    XI. FOREIGN CAPITAL AND CREDIT

    The National Unity Party;

    1) Considers the encouragement of foreign investments that will bring modern technology and the necessary capital to our country a useful initiative that provided our communal rights and interests are not violated, and decisions are made on agreement by respecting the rights of the parties.

    2) Believes that as well as economic benefits foreign capital will also provide political recognition.

    3) Prepares the necessary legislation immediately, so as to achieve the above mentioned objectives.

    XII. EDUCATION AND TRAINING

    The National Unity Party;

    1) Considers education an overall activity supplying individuals, in accordance with the principles of Atatürk, with mental, physical and spiritual efficiency and with necessary knowledge and skills to prepare them for future professions;

    2) Therefore, believes that the educational activities should be carried out according to the following principles:

    a) Education should rule out conditioning and forceful acceptance, hence necessary measures should be taken to this end.

    b) Education and training must be implemented as a whole and together with practice.

    c) Education should not be based solely on memorising but on physical, mental, sensual, moral development of children by means of contemporary educational methods.

    d) Education should provide the children, starting from the primary schools, with the habit of national and scientific thinking to them to make an evaluation and of the worldly events, and gain understanding.

    e) Education must be based on Kemalist nationalism secularism, freedom and human principles.

    g) Science and technology must be the main guide in education.

    f) Educational methods should answer the need for labour in the social and economic development of the country.

    3) Maintains that every single person should enjoy equal opportunity for education.

    4) Believes that citizens irrespective of their economic and other conditions should enjoy these opportunities and that this duty of the state means providing also postgraduate and other education for the students in the held of their interests.

    5) Considers scholarships and financial aids provided by the state, an measure taken to give equal opportunity.

    6) Considers universities autonomous institutions having important roles in social, cultural, economic, scientific and technological development of the country where the good sides and benefits of liberal thinking and positive science exist and is defended.

    7) Believes than science can be developed where freedom prevails and that a youth who likes thinking, investigation, and implementing can only be raised in such medium.

    XIII. YOUTH AND SPORTS

    The National Unity Party;

    1) Consider it a duty to make good use of the dynamism of the youth and prepare then for the future.

    2) Believes that providing the necessary service to the youth, raving mentally healthy individuals meeting their demands, expectations and wills and solving these problems be possible by considering these within the framework of their root causes;

    3) Believes that the way to the creation of a healthy dynamic and productive society passes through raising healthy youth who is able to act with dynamism and in face of economic and social changes for the benefit of the societies;

    4) Believes that the youth can have and develop social values and the love for good and right is based on the orderly social structure, removal of social injustice and the opportunities of individuals to live a good life.

    5) Considers sports an effective activity in economic, social and cultural development and believes in the necessity to spread achieves and organisations in the country including all individuals especially the youth.

    6) Considers sports a necessary means in making the youth act in harmony and consistency, and in co-operation in pursue of common objectives and ideals, and in gaining self-confidence and credibility.

    7) Considers it a sacred duty of the state to take necessary measures to raise a youth respecting national, moral and cultural values and engaging in useful activities for the country.

    8) Believes that the primary and secondary education systems and institutions should have the suitable structure so that the youth can absorb the democratic system and life grows up as peaceloving individuals united with a nationalist and patriotic ideal.

    9) Takes necessary measures to provide the youth with the cultural youth centres so that they can engage in cultural and sportive activities and carry out functions in art, music, technical scientific research.

    10) Targets the prevention of emigration by providing wide employment opportunities for the youth in line with the economic development.

    XIV CULTURE

    The National Unity Party, considers taking measures its sacred duty for the transfer of our national culture and the Turkish language without degeneration, that are the two strong safeguards to the indivisibility of our state with the Motherland Turkey, with all its vividity and originality to the new generations and as well as supporting and encouraging institutions and organisations that carry out functions and duties to this end.

    XV HEALTH

    The National Unity Party;

    1) Believes that one of main duties of the state to protect the health of the people in the form of vaccination and treatment.

    2) Believes that the state should give prior importance to preservation of environmental health in all regions, take all necessary measures against any kind of physical, chemical and biological pollution endangering human health, and all factors harming individuals physiologically and spiritually and arrange programs educating the citizens on health.

    3) Provides that the citizens will be provided with vaccination and treatment which must be prompt, secure and systematic.

    4) Provides that all citizens must be supplied with general and compulsory health insurance, that the insurance premiums of the poor must be paid by the state, that insurers can be treated in public and private health centres and that the patients can choose the doctor they like to be treated.

    5) Believes that the training and the improvement of the knowledge and skills of the paramedical personnel are necessary in the realisation efficient health service.

    XVI. WORK LIFE

    The National Unity Party;

    1) Provides that the relations employee and employers must be arranged in accordance with the provisions of the constitution so that the work liege can be improved with determination.

    2) Takes necessary measures to help individuals to get fair pays necessitated by their works and guarantee a decent standard of living and protect the workers with social, economic and financial measures.

    3) Consider unemployment the worst social injustice, hence makes necessary arrangements to provide full employment in public and private sector.

    4) Takes necessary measures to provide occupational safety, opportunities of rest and rights guaranteeing impoverty and disappointment when unable to work, protection of peace and health at work, providing an equitable share from the national income, to make use of the saving of the workers favouring primarily their entrust, provide rights guaranteeing a decent standard living for elderly and in retirement, to adjust the workers according to inflation and changing economic and social conditions, to make arrangement preventing dismissal.

    5) Provides that while arranging the working conditions for the children, handicapped, youth and women, the fact they need special protection must be considered.

    XVII. TRADE UNIONS AND THEIR RIGHTSXVII. TRADE UNIONS AND THEIR RIGTHS

    The National Unity Party;

    1) Considers trade unions inevitable organisations for the protection of the rights and interests of the employees;

    2) Considers the functions of trade unions, associations and professional organisations, to find solutions for their own problems and to influence public and private sector administrations concerned and the political parties in line with their opinions and the solutions regarding the problems;

    3) Believes that within the mutual relationship of the democratic public organisations and the political parties, each side should stay within its own field of interest;

    4) Believes that, as the main principle of democratisation of the work life, the trade unions will influence employers and the related administrations in line with their interests, while the employers uses the opportunity of collective bargaining in order not to loose their competitive powers;

    5) Provides that the state should take necessary measures so as to protect the rights of both employees and employers.

    6) Provides that the Single Social Security System should immediately be given effect.

    7) Maintains that the indemnities of the workers should not be defeated by the inflation.

    8) Believes that the minimum wage should be arranged in such a way to guarantee a decent standard of life for the workers.

    XVIII.PEOPLE IN NEED FOR SPECIAL PROTECTION

    The National Unity Party;

    Pledges to take necessary measures provide decent standard of life to the elderly, orphans disabled and those who must get special protection in accordance with the provisions of the constitution; and to establish institutions and organisations necessary for the education, rehabilitation, employment and social assistance in order to enable their adapting to the society.

    IXX. PROTECTION OF CHILDREN

    The National Unity Party;

    1) Considers it a sacred duty to take necessary measures and establish institutions and organisations with adequate level of services, for the care protection, education and training of orphans and those children who need special protection, care and training.

    2) Believes that, one of the main duties of the state is to organise necessary institutions in order to provide care, protection and training for the children of working parents and that other public and private sectors should also be responsible in this respect.

    3) Provides that the administration of nurseries and kindergarten should be based on special regulations so that the targeted services could be realised in this field.

    4) Adopts wholly the "Declaration on Children's Rights." Provides that a Program on Children's Right" should be implemented in order to fulfil the principles of this Declaration.

    XX. SOCIAL HOUSING

    The National Unity Party;

    1) Considers social housing necessary to make up for the needs in this field and reduce the increasing prices of rents; and provides that houses should be built in all areas starting from the areas that are urgently needly and that social housing activities should be supported.

    2) Provides that the necessary infrastructure in social housing should be supplied by the state and the reveal areas should be given priority in this regard.

    3) Provides that the state should provide low rate credits for the social housing or that credits could be provided by banks and co-operatives under the supervision, support and control of the state.

    XXI. PRESS, RADIO AND TELEVISION

    The National Unity Party;

    1) Believes that the press is free and cannot be subjected to censorship;

    2) Consider radio and television the most important means for the freedom of receiving information.

    3) Believes that radio and television have an imp. role in the functioning of democracy by contributing to the formation of free public opinion;

    4) Emphasises the importance of the autonomy and independence of the BRT (Bayrak Radio and Television) and in the effective realisation of its duty;

    5) Believes that necessary arrangements should be made to allow establishment of private television and radio stations.

    PART FIVE

    FOREIGN POLICY

    PRINCIPLES OF THE FOREIGN POLICY

    The Turkish Cypriot People are an inseparable part of the great Turkish Nation. The development of our relations with the Republic of Turkey, with whom we share the legacy of history, culture, language, religion and science of the Turkish Nation, shall be given priority.

    The Republic of Turkey has provided the greatest political economic social and cultural Turkish Republic of Northern Cyprus. The sole support and the most important safeguard for our independence and declared Republic, against foreign threats are the Motherland Turkey. No solution to the Cyprus problem, which does not include the guarantee of Turkey, can be considered viable. The support and the assistance of the Motherland have historical and vital importance in the defence of the Turkish Cypriot People's communal existence and the attainment of its independence. With this (Thanks to the) support and assistance of the Motherland Turkey, the Turkish Cypriot People could be protected against the genocide it was subjected to, and the annexation of Cyprus to Greece (Enosis), hence the destruction of the independence of the island could be prevented. Therefore, we are greatful to Motherland Turkey who is the greatest safeguard to our existence. In line with Kemalist principles we are devoted to Motherland Turkey.

    The National Unity Party shall, always stand against with belief and determination any hostile act and ill intention.

    The National Unity Party shall continue to be a political organisation, devoted to Motherland Turkey and the principle of "Peace in the Homeland, Peace in the World."

    The National Unity Party is determined to protect, exalt and enchange the Turkish Republic of Northern Cyprus. The National Unity Party shall continue to stand against any internal and external pressure likely to disrupt the independence and freedom of our people.

    The National Unity Party shall continue with its determination to preserve the indivisibility of our country with its people as provided for in the constitution.

    The National Unity Party shall stand against any idea, opinion and proposal contracy to the independence of our state established on 13 November 1983 and was approved on 5 May 1985 by our people using their right to self-determination.

    The National Unity Party shall be against the watering down and degeneration of the historical decision made by the TRNC Assembly on 28 August 1994 regarding the Cyprus problem.

    The National Unity Party supports the policy of mutual friendship, confidence respect and divinvolvement in the internal affairs of other countries.

    The National Unity Party aims at special relations with the Central Asia’s and Caufrasis Turki Republics and keeping these relations at the at most level.

    PART SIX

    THE FEASIBILTY OF THE PARTY PROGRAM

    This program reflecting constitutional objectives of the National Unity Party has been prepared as comprehensive and a readily applicable program considering the fact that our party is the sole candidate to the power.

    Therefore, no utopic ideals; emetic and glassy wording takes place in the text of our program, and feasibility and usefulness are given priority. In this way, the commitments can be honoured and the respect to our party can be preserved.
